It is mandatory for certain people involved in Queensland's liquor industry to have a current responsible service of alcohol (RSA) certificate.

RSA certification and course delivery

The required certification in Queensland is a Statement of Attainment, issued on completion of the national training package competency Provide Responsible Service of Alcohol. As a competency within a national training package, the Provide Responsible Service of Alcohol course, may only be delivered by a registered training organisation (RTO).

Note: If you hold a current OLGR-issued responsible management of licensed venues (RMLV) licensees' course certificate, you are not required to also hold certification in RSA. An RMLV certificate expires 3 years after the date of issue.

Becoming RSA certified for the first time

If you need to obtain an RSA Statement of Attainment for the first time, please contact your nearest RTO to become certified in Provide Responsible Service of Alcohol. Once obtained, this certification does not expire.

Lost RSA certificates

If you cannot find your RSA certificate and need to have it re-issued, contact the registered training organisation (RTO) that originally issued your Statement of Attainment in Provide Responsible Service of Alcohol. Search for your RTO contact details on Training.gov.au.

If you cannot remember which RTO you certified through, you will need to re-certify. You can search for a training provider local to you at Training.gov.au.

Note: As this is a national qualification OLGR cannot issue copies of RSA certificates.

Using an interstate RSA certificate in Queensland

If you hold an RSA certificate from another Australian state or territory and that qualification is a Statement of Attainment in Provide Responsible Service of Alcohol, you can use this attainment in Queensland.

The Statement of Attainment in Provide Responsible Service of Alcohol meets the requirements of the Australian Quality Training Framework and is a nationally-recognised unit. If you do not hold this specific attainment, you will need to certify through an RTO.

Holding an existing OLGR-issued RSA certification

If you (or your staff) completed RSA training prior to 30 June 2013, your OLGR-approved RSA certificate will expire 3 years from the date of issue.

However, as the former OLGR-sanctioned RSA course included the national training package competency, you may have also been issued the Statement of Attainment in Provide Responsible Service of Alcohol at the same time. Please check your records, then see below.

I have a Statement of Attainment

A Statement of Attainment does not expire once obtained, even though the code identifying this course (currently, SITHFAB002) regularly changes. This means that if you hold a Statement of Attainment for Provide Responsible Service of Alcohol from anytime in the past, it remains current irrespective of the course code.

I don't have a Statement of Attainment

If you did not receive a Statement of Attainment in Provide Responsible Service of Alcohol at that time, prior to your OLGR certificate expiring you must complete the national training package competency, Provide Responsible Service of Alcohol.

Please contact your nearest RTO in order to remain RSA certified.

RSA training for staff

Licensees are responsible for ensuring that all staff that serve or supply alcohol have the appropriate certification. Penalties apply for licensees who fail to comply.

The following people must complete RSA training within 30 days of starting employment and maintain a current RSA training course certificate during their employment:

the licensee (if an individual), unless trained in RMLV
any staff member of the licensed premises who is involved in the service or supply of liquor at the premises. This includes bartenders, glass collectors, floor staff and room service staff. It does not include people that are trained in RMLV, such as approved managers.

RSA training for community-based licensed premises

Volunteers serving or supplying alcohol are not required to hold a current RSA training certificate if performing duties under one of the following licence categories:

community club licence
community other licence
community liquor permit
restricted liquor permit.

In this instance, however, the licensee or permit holder must ensure a person with current RSA training is available to supervise the volunteers.

RSA training register

Licensees are not required to keep an RSA training register; however, they are still required to:

keep copies of current training course certificates or statements of attainment for staff
make copies available at the premises for inspection by:
- an Office of Liquor and Gaming Regulation (OLGR) compliance officer
- members of the Queensland Police Service.

Gaming venue staff who need to complete the training

You must complete the approved RSG training if you are employed in a Victorian gaming venue and you:

work in the gaming machine area of a gaming venue, and
have more than incidental contact or interaction with players of gaming machines in the gaming machine area.

You must also complete the RSG training if you are a:

venue operator
nominee of a venue operator
holder of a gaming industry employee licence.

Training requirements for new gaming staff

You must complete two modules:

Module 1 - this module involves2-3 hours learning online and must be completed within one month of starting work in a gaming venue. You can complete the module before starting work if you choose.
Module 2 - this module is delivered via video-conferencing or in gaming venues (where coronavirus (COVID-19) restrictions allow) within six months of starting work in a gaming venue. We recommend that you complete this module after you’ve started your employment.

You do not need to:

complete training before beginning work or as a condition of securing a new job
pay for the training. It is provided free of charge.

RSG refresher training

New responsible service of gaming (RSG) refresher training requirements have commenced.

You must complete two modules:

Module 3 - the refresher online module (2-3 hours learning online)
Module 4 - the refresher face-to-face module (delivered via video-conferencing, or in gaming venues where coronavirus (COVID-19) restrictions allow).

You do not need to pay for the training. It is provided free of charge.

Timelines for completing refresher training

When did you last complete Module 2?

If you completed Module 2 on or before 31 December 2017, you must complete Module 3 and Module 4 before 1 September 2021. Module 4 currently has limited places available. People who completed Module 2 on or before 31 December 2017 should delay completing Modules 3 and 4 until the first half of 2021.

If you completed Module 2 after 31 December 2017, you must complete Module 3 and Module 4 within the three-year anniversary date of the date on which you completed Module 2.

Module 4 training must be completed within 3 months of completing Module 3.

Ongoing refresher training every three years

After completing Module 3 and Module 4 the first time, you must complete them every three years thereafter from the date on which you last completed Module 4.

Your RSG training account

Your account is the place where you can manage your RSG training records and get certificates for all completed training.

To set up your personal RSG training account:

go to www.rsgonline.vic.gov.au (External link)
supply an email address that cannot be used by any other person for training (we recommend you use a personal email address rather than your work email address)
set up a username and password.

If you forget your RSG training account password, you can follow the links on the RSG website to reset your password. An email will be sent to your registered email address with a link to reset your password.

How to complete RSG courses

Online modules (Module 1 and Module 3)

Once you have set up your account, you can access the online training modules via your account.

It is recommended that you access the online modules on a desk-top or laptop computer and not on a mobile phone or tablet. The modules are best accessed through Google Chrome and you should make sure that cookies, pop-ups and Javascript are all enabled.

Face-to-face modules (Module 2 and 4)

Module 2 and Module 4 training is conducted face-to-face via video-conferencing, and in gaming venues (where coronavirus (COVID-19) restrictions allow). Sessions for face-to-face modules (Module 2 and Module 4) are organised by venue operators and are provided free of charge.

We recommend that you complete the relevant online module (Module 1 and Module 3) before attending the face-to-face training session for Module 2 and Module 4. You should bring your online module certificate of completion with you to the face-to-face training session or provide it electronically at the video-conference training session.

For RSG refresher training, you must complete Module 4 within three months of completing Module 3, the online module. We recommend that you schedule your Module 4 session before completing Module 3 online.

RSG certificates

For copies of certificates for all completed RSG training modules, log into your RSG training account at www.rsgonline.vic.gov.au (External link)

After completing a face-to-face training module, you will need to log into your account to generate your certificate of completion for the face-to-face training module.

Changing your name on your certificates

You can change the name on your RSG certificates by logging into your RSG training account and updating your user profile.

Once you update your user profile, you can generate copies of your RSG certificates with your new name.

Expired RSG certificates

If you completed RSG training in Victoria before 1 January 2017, your RSG certificate is now expired. You will need to complete Module 1 and Module 2 to meet your RSG training requirements for Victoria.

RSG training in other states or territories

The approved RSG training in Victoria is different to training provided in other states.

For this reason, you must complete the approved Victorian RSG training even if you have completed training in other states. This includes the nationally accredited SITHGAM compliant training provided by some Registered Training Organisations.

Victorian RSG training is valid only in Victoria. If you wish to work in a gaming venue in another state, you will need to complete training in that state.

Gaming industry employee licence

RSG training is different to a gaming industry employee licence.

Certain employees of Victorian gaming venues are required to hold a gaming industry employee licence.

You are only required to hold a gaming industry employee licence if you are employed by a gaming venue operator to:

perform any task that requires access to the logic area* of a gaming machine at the venue
possess, or issue to other persons holding a gaming industry employee's licence, keys that unlock the logic area of a gaming machine at the gaming venue
perform any task that requires access to a prescribed restricted monitoring component at the gaming venue, i.e. access a Jackpot Interface Board or a Slot Machine Interface Board
supervise any person carrying out any of the duties referred to above.

*The logic area is a secondary secure area within a gaming machine that contains the logic board associated with the gaming machine’s operations.

You are not required to hold a gaming industry employee licence if you only access the internal features of a gaming machine (i.e. open the gaming machine), but do not access to the logic area. For example, you do not require a gaming industry employee licence to open the gaming machine to empty the cash hopper.

Information for venue operators

Venue operator responsibilities

As a venue operator, you must make sure that any employee who needs to complete RSG training does so.

You must make sure any new employee who has not previously undertaken RSG training completes:

Module 1 within one month of starting employment
Module 2 within six months of employment.

Employees who have previously undertaken RSG training prior to 1 January 2017 must complete Module 1 and Module 2 as a new employee.

Employees who completed Module 1 and Module 2 after 1 January 2017 must complete RSG refresher training.

You should advise your staff of the new RSG refresher training requirements.

You should review the date on which your staff completed Module 2 and determine who needs to complete RSG refresher training.

Keeping a record of employee training

You must keep a record of employees’ completion of RSG training. This may be inspected by the Victorian Commission for Gambling and Liquor Regulation.

You can ask employees for copies of their RSG certificates of completion to make sure they have completed their training. They are available to employees on their RSG training account.

You can also do an RSG certificate check on the RSG website (External link) You will need the unique code printed on the employee’s certificate of completion.

Face-to-face training modules

Module 2 and Module 4 are provided face-to-face by Venue Support Workers..

A venue support worker in your area can conduct face-to-face RSG training for your staff in your venue. It is provided free of charge.

Module 2 and Module 4 can be delivered via video-conferencing or in gaming venues (where coronavirus (COVID-19) restrictions allow).

Please make sure that there is a suitable space available in your venue for the training if being conducted in person.

Modules 2 and 4 currently have limited places available. People who completed Module 2 on or before 31 December 2017 should delay completing refresher training until the first half of 2021. Priority will be given to providing training for staff to enable compliance with the training requirements.

You should contact your relevant venue support worker to schedule Module 2 or Module 4 training sessions for your staff.
